The Empire State Speech & Hearing Clinic is a six-week Special Education Summer School Program with related services as designated by the student’s Individual Education Plan. The school operates in full compliance with Federal and State laws and regulations which govern the operation of programs for children with special education needs and conditions.
Students are expected to attend to normal daily hygiene and not require more than minimal assistance.
Applicants having the following associated handicapping conditions and/or problems may not qualify for the program, but will be considered on an individual basis:
1. Tested I.Q. of less than 50
2. Significant orthopedic involvement which does not allow the student to
function independently
3. Neuropsychiatric, autistic, schizophrenic or other diagnosed emotional
disturbances
4. Seizure activity requiring an aggressive medication protocol
5. Lack of appropriate bladder and/or bowel control
APPLICATION INSTRUCTIONS
Applications will be reviewed when all forms are completed and submitted to the Empire State Speech & Hearing Clinic -- Elmira office. The application packet contains all the forms needed to apply.

The parent or guardian and the School District CSE Chairperson will be notified of acceptance.
In accordance with the New York Sanitary Code (Public Health Law 225), the
Empire State Speech and Hearing Clinic, Inc. is inspected at least twice yearly by the Tompkins County Health Department to be permitted as a children’s summer program.
Our health care is under the supervision of a full-time registered nurse with a physician on call. Properly certified staff supervises our waterfront and camp safety. Staff credentials meet the requirements of the Health Department and New York State Department of Education.
Rights of Parents and Guardians are upheld. Inspection reports and documentation
of compliance are on file at the Clinic and with Tompkins County Health Department which is located at 1287 Trumansburg Rd., Ithaca, New York 14850.
